Supports non-default LOCALBASE and compilers that don't look in
/usr/local/lib by default. It adjusts already existing patches.

The fastcommon library is being built as 32-bit on amd64 due to the
misuse of uname (uname -p returns "amd64", not uname alone).
Additionally, the hardcoded install commands (added via patch) have been
updated to the BSD_INSTALL* macros to satisfy QA tests.
While here, fix building on DragonFly (sacrificing unused Darwin support
in the process).
Finally, bump all ports dependend on fault libfastcommon.so except
www/nginx-full which has no separate PORTREVISION setting. I can't bump
it without bumping www/nginx too (bug??).

When fetching, the code was looking for a distfile in either its
DIST_SUBDIR or the main DISTDIR, which was ok. Until a port
(devel/cargo) moves one of its distfile
(cargo-nightly-x86_64-unknown-freebsd.tar.gz) into a subdirectory.
do-fetch would see the distfile in DISTDIR and say, ok, it's there, and
checksum would not see it in its subdirectory and fail.

Fixes a bug. When -N is used, the input is not supposed to be split
using $IFS, but leading and trailing IFS whitespace was still removed.

If nothing serious crops up, this gets MFH'd to branches/2017Q1/ and
also moved to graphics/rawtherapee in head/.
This forward ports lots of the cleanups made to graphics/rawtherapee,
and consistently uses GCC 5+ (currently 5.4.0) everywhere.
Requires jumping through some hoops with the currents ports rig because
USES=compiler:gcc-c++11-lib will happyily trample our USE_GCC to =yes,
so we need to set USE_GCC late.
