2fad50c06e Add back the skk and skkfep ports, which were erroneously removed: the
skk port is a meta-port and (presumably) does not require skk-elisp to
run.  I have removed the skk-elisp dependency from skk.  The skkfep port
did not depend on skk-elisp explicitly, only via the skk port.

45a54d9a31 Add back MAINTAINER, with small rocks to keep it from getting blown
away again:  the porting-samplem [sic] chapter of the Porter's
Handbook says the line is mandatory.  Also, portlint complains
"FATAL: no MAINTAINER listed in Makefile."

8d3d05527a Ports without maintainers don't get MAINTAINER lines, to help the
default in bsd.ports.mk to come through.
