It is much more lightweight than ginstall-info (12kB vs 400kB) and
ginstall-info had a regression causing some index leftover on uninstall

Document where the .la files are loaded from.
Don't rebuild ghostscript as build dep for when building packages with
PACKAGE_BUILDING, only for when the test suite is enabled.
