The API of openssl 0.9.8 ist compatible but not identical.
This version bump might break build of all ports that try
to include the opessl in base at the same time.
That ports should be fixed.

- Added an implementation of the X9.31 PRNG
- Removed the X9.17 and FIPS 186-2 PRNG algorithms
- Changed defaults to use X9.31 PRNGs as global PRNG objects
- Some cleanups related to the engine code

Added missing %SUBDIR% for mirror.aarnet.edu.au.
Changed too many URLs to count to match the actual site layout.
Still to do: reduce the size of the list. While all the mirrors
are now 99%-100% good, it's still not useful to have 110 mirrors.
The list should be cut down by about half.
