Fixed bug in --test-server when using --restrict security options
(test would fail improperly). Thanks to Maik Schreiber for report.
--list-changed-since and --list-at-time now work remotely.

Fixed logic bug that could make restoring extremely slow and waste
memory. Thanks for Jacques Botha for report.
Fixed bug restoring some directories when mirror_metadata file was
missing (as when made by 0.10.x version).
Regressing and restoring as non-root user now works on directories
that contain unreadable files and directories as long as they are
owned by that user. Bug report by Arkadiusz Miskiewicz. Hopefully
this is the last of the unreadable file bugs...
However currently milter support is disabled, as it requires strerror_r to
be available, which it isn't on -current.
Note this required the fixing of the milter tests in the configure.in file.
It seemed if you used --disable-milter and the .h file was in the include
path, eg on -current it's in /usr/include/libmilter it was found and used.
We now have a want_milter for the --enable/disable-milter, which will
trigger the tests to setup have_milter.
Once I've sorted out the strerror_r problem in -current I'll enable the
milter support (or if someone tells me it works with pth)

added some extra sys.mk's from bootstrap-pkgsrc
changed own.mk to default to root:${ROOT_GROUP} ownership.
sys.mk can set ROOT_GROUP if wheel is not right.
other windows when switching focus. This only works with window managers
that support the NetWM protocol (even if they do not have "menu" options to
change this state); on others, it has no effect.
The "-noalwaysOnTop" option can be given on the command line to disable this.
The "Fxtv.alwaysOnTop" boolean resource can be used to tune this.

in bsd.buildlink3.mk: the *_BUILDLINK3_MK multiple inclusion guards are
removed and we ensure that things that should be defined only once really
are defined only once by using section-specific or variable-specific
guards.
non-recursive dependencies. We now use the check:

to replace the FOO_BUILDLINK3_MK guards.
BUILDLINK_{DEPENDS,PACKAGES} and use them throughout bsd.buildlink3.mk.
A lot of processing iterates over these variables and assumes that there
are no repeated items in those lists.
